WhatsApp Privacy Changes Trigger a Messaging-App Migration

WhatsApp began notifying users in January 2021 about an updated privacy policy, and confusion over what data would be shared with Facebook triggered a wave of interest in Signal and Telegram.
The controversy was complicated by WhatsApp’s end-to-end encryption. Message contents were still protected with the Signal Protocol, meaning WhatsApp’s servers could not normally read ordinary personal chats. The policy debate was more about metadata, business messaging, account information, device identifiers, and how WhatsApp data interacted with Facebook’s broader advertising ecosystem.
The episode showed that privacy is not only about encryption. A service can protect message contents strongly while still collecting valuable information about who uses the service, when they connect, what device they use, and how they interact with businesses.
