What Is Consciousness, and Why Is It a Problem?

You can study a brain from the outside.
You can measure:
- electrical activity,
- blood flow,
- behavior.
But consciousness is known from the inside.
There is:
something it is like
to see red, feel pain, hear music.
Why should physical information processing have an inner side at all?
This is the problem of consciousness.
A Familiar Word
We use “consciousness” in several senses.
A person may be:
- awake,
- aware,
- responsive,
- self-aware.
These are related.
They are not identical.
Wakefulness
A sleeping person is less wakefully conscious than an alert person.
But dreams show that:
wakefulness ≠ consciousness.
One can be physically asleep while having vivid experience.
Responsiveness
A person who does not respond may still have some conscious experience.
Therefore:
responsiveness ≠ consciousness.
Behavior is evidence, not identity.
Awareness
Consciousness is often linked to awareness of:
- world,
- body,
- thoughts.
But “awareness” can itself be ambiguous.
Some information influences behavior without entering conscious experience.
Subjective Experience
The deepest sense concerns:
subjective experience.
There is something it feels like to be in the state.
This is sometimes called:
phenomenal consciousness.
Nagel’s Question
Thomas Nagel famously asked:
What is it like to be a bat?
The point is not that bats are mysterious.
It is that subjective character seems tied to a point of view.
First-Person Character
Pain is not merely:
tissue damage detection.
It also:
hurts.
Color is not merely:
wavelength discrimination.
It appears a certain way.
Third-Person Science
Science describes systems publicly.
Measurements can be shared.
Conscious experience is privately accessible to the subject.
This creates an epistemic asymmetry.
The Explanatory Challenge
Suppose neuroscience tells us exactly which neurons fire when someone sees red.
We may still ask:
Why does that activity produce the experience of red?
This is the explanatory gap.
Easy and Hard Problems
David Chalmers distinguished:
- “easy problems” of consciousness,
- the “hard problem.”
The labels are comparative.
The easy problems can still be scientifically difficult.
Easy Problems
Examples include explaining:
- discrimination,
- report,
- attention,
- memory,
- behavioral control.
These are functional mechanisms.
Hard Problem
The hard problem asks:
Why are any of these processes accompanied by subjective experience?
Why is information processing not simply:
dark inside?
Access Consciousness
Ned Block distinguished access consciousness.
Information is access-conscious when it is broadly available for:
- reasoning,
- report,
- action.
This is a functional notion.
Phenomenal Consciousness
Phenomenal consciousness concerns:
what-it-is-like.
A state may be phenomenally conscious because it has experiential character.
The relation between access and phenomenology is debated.
Example
You may visually process an object without noticing it.
Some information influences behavior.
But it may not be consciously accessible.
This shows perception has layers.
Blindsight
Some people with damage to visual cortex report no visual experience in part of the visual field.
Yet they can sometimes guess visual properties above chance.
This phenomenon is called blindsight.
Why Blindsight Matters
Blindsight separates:
visual information processing
from:
ordinary conscious seeing.
It demonstrates that successful discrimination does not automatically imply conscious experience.
Subliminal Processing
Stimuli presented below conscious awareness can sometimes influence:
- reaction,
- preference,
- behavior.
Again:
processing ≠ conscious access.
Attention
Attention selects information for enhanced processing.
Consciousness and attention are related.
But they are not necessarily identical.
Some attended processing may remain unconscious.
Some conscious background may not be strongly attended.
Working Memory
Conscious content often interacts with working memory.
But not every working-memory operation is necessarily phenomenally rich.
Different cognitive functions overlap imperfectly.
Report
Scientists often rely on verbal report:
“I saw the image.”
But report requires:
- language,
- memory,
- motor output.
Consciousness may exist without all of these.
No-Report Paradigms
Researchers have developed no-report paradigms attempting to infer conscious perception without requiring explicit report.
These aim to separate consciousness from reporting mechanisms.
Interpretation remains debated.
Neural Correlates of Consciousness
A neural correlate of consciousness, or NCC, is a minimal neural system whose activity systematically corresponds to a conscious state.
Finding NCCs is an empirical goal.
Correlation alone does not explain why experience exists.
Content vs Level
Consciousness research distinguishes:

How conscious is the organism?
Content
What is the organism conscious of?
These may rely on different mechanisms.
States of Consciousness
Examples include:
- wakefulness,
- dreaming,
- anesthesia.
Each changes conscious level or content differently.
Anesthesia
General anesthesia can suppress:
- responsiveness,
- memory,
- experience.
Different anesthetic drugs act through different mechanisms.
This provides a powerful experimental window into consciousness.
Sleep
Sleep contains multiple stages.
Dreaming is especially associated with some phases.
Consciousness can persist while sensory input and voluntary action are reduced.
Dreaming
Dreams show the brain can generate a convincing world model internally.
Conscious experience does not require current external input.
Perception is partly constructive.
Lucid Dreaming
In lucid dreaming, the dreamer becomes aware that they are dreaming.
This adds metacognitive structure.
It shows self-awareness can vary inside consciousness.
Disorders of Consciousness
Neurology distinguishes states such as:
- coma,
- unresponsive wakefulness syndrome,
- minimally conscious state.
Assessment is difficult because behavior may underestimate residual awareness.
Covert Consciousness
Some apparently unresponsive patients show brain activity consistent with following commands in neuroimaging experiments.
This raises profound clinical and ethical questions.
Behavior alone can miss consciousness.
Consciousness in Animals
We cannot ask most animals for verbal reports.
We infer consciousness from:
- behavior,
- neural similarity,
- evolutionary continuity.
Confidence varies by species and state.
Consciousness in Machines
Machines create an even harder inference problem.
They can produce sophisticated behavior without biological similarity.
How should we detect artificial consciousness?
There is no accepted test.
Intelligence Is Not Consciousness
A system can solve a problem intelligently.
That does not prove subjective experience.
The distinction is crucial.
Consciousness Is Not Intelligence
A newborn or animal may have conscious experience without adult human reasoning.
Therefore consciousness should not be treated as a reward for high intelligence.
Self-Awareness
Self-awareness is one form of consciousness.
A system may be conscious without:
- explicit self-concept,
- autobiographical identity.
Basic experience need not include sophisticated introspection.
Mirror Test
The mirror self-recognition test has been used to study self-related cognition in animals.
Passing it indicates a particular ability.
Failing it does not prove absence of consciousness.
Qualia
The qualitative aspects of experience are called qualia.
Examples include:
- redness,
- bitterness,
- pain.
Qualia will receive deeper treatment later.
Unity
Conscious experience often feels unified.
We experience:
one scene
rather than disconnected streams.
How the brain produces this integration is a major question.
Binding Problem
Different features are processed in different neural pathways.
How are:
color, shape, motion
bound into one perceived object?
This is one version of the binding problem.
Temporal Unity
Consciousness also unfolds continuously through time.
Momentary experiences connect into a stream.
How temporal integration occurs remains important.
Stream of Consciousness
William James described consciousness as a stream.
Experience changes continuously.
It is not naturally divided into static snapshots.
Conscious Field
At one moment, consciousness can contain:
- focal attention,
- background bodily feeling,
- peripheral perception.
Experience has structure.
Introspection
We know consciousness partly through introspection.
But introspection is imperfect.
We can misdescribe:
- causes,
- motives,
- details.
First-person access is privileged but not infallible.
Privacy
My pain is directly available to me.
You infer it.
This asymmetry is central to consciousness.
But privacy does not imply nonphysicality.
The Other Minds Problem
How do we know others are conscious?
We infer from:
- behavior,
- similarity,
- communication.
There is no direct access.
This becomes more difficult with nonhuman systems.
Philosophical Zombies
A philosophical zombie is imagined as physically and behaviorally identical to a human but lacking experience.
The thought experiment asks whether physical function logically guarantees consciousness.
Its force depends on controversial modal intuitions.
Inverted Spectrum
Could two people behave identically while:
red looks like green
to one of them?
If so, functional equivalence may not fix qualitative experience.
This challenges some functionalist theories.
Mary’s Room
Mary knows every physical fact about color vision but has never seen color.
When she sees red, does she learn something new?
The thought experiment tests whether physical knowledge exhausts phenomenal knowledge.
Consciousness as Function
Functionalist theories attempt to explain consciousness through what information does.
Examples include:
- global availability,
- self-monitoring,
- integration.
These theories target measurable mechanisms.
Consciousness as Fundamental
Other theories argue experience may be a basic feature of reality.
This includes some forms of:
- panpsychism,
- Russellian monism.
These views avoid some emergence problems but create others.
Consciousness as Illusion
Some philosophers argue the apparent mysterious properties of consciousness are cognitive constructions.
This is illusionism.
The challenge is explaining what exactly is illusory without denying the existence of experience too quickly.
Consciousness as Emergence
Another view treats consciousness as an emergent property of certain organized physical systems.
The challenge is explaining:
why this organization produces experience rather than only function.
The Measurement Problem
Science requires observable evidence.
Consciousness is subjective.
Researchers therefore use indirect measures:
- report,
- behavior,
- neural activity.
The target is private.
The evidence is public.
The Theory Problem
Different theories can predict overlapping experimental results.
This makes decisive testing difficult.
Consciousness science therefore needs sharper competing predictions.
Correlation vs Explanation
Suppose region X activates whenever experience Y occurs.
This is useful.
But it does not yet explain:
why X produces Y.
Mechanism and metaphysics remain distinct.
Function vs Feeling
Many theories explain what consciousness does:
- integrates,
- broadcasts,
- controls.
Critics ask:
Why should doing those things feel like anything?
This is the fault line.
The Scientific Attitude
The existence of a hard conceptual problem does not imply science is powerless.
We can investigate:
- mechanisms,
- correlates,
- functional roles.
Progress can occur even before metaphysical consensus.
The Philosophical Attitude
Likewise, empirical success does not automatically dissolve conceptual questions.
We should distinguish:
- description,
- explanation,
- function.
That distinction becomes essential next.
